Susan Burnett, PhD
Dr. Burnett is an experienced California Special Education & Disability Consultant working to obtain services for the student with physical, emotional, behavioral, developmental delays, and learning disabilities in California. For over 20 years, she has helped families obtain a Free and Appropriate Public Education (FAPE) for children. She works directly with parents to secure eligibility and services under IDEA and ADA in the IEP meetings.
She holds a Master’s degree in Marriage and Family Therapy and a Doctorate degree in Clinical Psychology, which gives her the knowledge and expertise in the interpretation of Psychoeducational evaluations in determining the child’s individual educational needs. Completing the Strategic Negotiation Skills training by Pepperdine University School of Law gave her the skills to work collaboratively with School Districts. As a prior member of the Office of Administrative Hearing Advisory Committee, she is knowledgeable of special education matters.
After 20 + years as a special education consultant, Dr. Burnett has expanded her practice and founded the Consultants and Advocates for Special Education Advocacy Group, INC (C.A.S.E. advocates) in California to provide more parents with the help they need.
Dr. Hernandez
Dr. Hernandez has extensive experience in special education compliance monitoring and helping school districts reform programs for students with disabilities. Throughout his career, Dr. Hernandez has been committed to improving equitable practices and outcomes for students with disabilities in the least restrictive environment.
For over 15 years, he was the Research Director for the Office of the Independent Monitor, the federally court appointed office responsible for overseeing the Los Angeles Unified School District’s compliance with the performance outcomes of the settlement agreement and special education laws including, IDEA, Title II of the ADA, and Section 504. He has also worked with NYC, Houston, Inglewood and San Diego school districts as an expert in the areas of disproportionality, special education compliance, special education service delivery systems, LRE, and multi-tiered systems of support (MTSS).
Dr. Hernandez is a credentialed school psychologist and taught assessment classes in teacher preparation programs at California State University, Dominguez Hills. He began his career as a bilingual general and special education classes in Santa Ana and Los Angeles. He received his doctorate in Educational Leadership from the University of Southern California.
